Issue
Europe faces major geopolitical threats (such as ongoing China/USA trade tensions); war, oppression, and civil unrest (like in Ukraine, Syria, Afghanistan, Gaza); resulting mass displacement, cyber-attacks; misinformation campaigns; and the climate crisis. These concurrent threats create an integrated policy challenge, which the EU and its Member States must face, within their respective competences. This paper takes public health as a case study. Each of these threats may trigger or exacerbate a public-health emergency. Health is a relatively new EU (external) competence, and the EU’s relevant laws, activities and policies have developed significantly since the COVID-19 pandemic. The paper considers the constitutional implications of the EU’s emerging responses, and what they may reveal about underlying EU values.
Pr. Tamara Hervey biography

Tamara Hervey LLB PhD FAcSS PFHEA is Jean Monnet Professor of EU Law ad personam at The City Law School, London. Author of over 250 publications, she has worked on EU social and especially health law; comparative health law; legal research methodologies; and legal pedagogy for over 30 years. Her collaborations span Europe, North America and Asia, and include academic colleagues, students, policy-makers and third sector entities.
